My suggestion to what you are probably after would be best called 'Ambient Music' - see
wikipedia article
An excellent introduction to electronic ambient would be Aphex Twin's 'Selected Ambient Works', nice and relaxed.
If you prefer soemthing a little more vocal heavy then the 'Winter Chill' collections are good, but a lot of it might be a little too heavy for background music.
If you're more into world music then take a look at some of the 'Budda Bar' collections, again quite vocally, but might be what your after.
If classical is more your thing, and you want something not too obtrusive try some of the stuff by Philip Glass, the etudes or anything from the sound track to 'The Hours'
Anyway that's my 2p's worth.

Queen - Under Pressure
Status Quo - Down Down Deeper and Down
Beatles - Octopus's Garden
Brother Brown - Under the Water
Mississippi John Hurt - Let the Mermaids Flirt With Me
Faith No More - Underwater Love
The Pixies - Manta Ray
Do you want more?

Debbie has got a scuba diving game for the Wii, perhaps you could get it too and then when you play it you can sit there with a tape recorder.
Instant scuba music for free.
See how helpful I am

Adz,
You are just too brilliant! I'm sorry that your satirical wit is so unappreciated (but not too sorry). I would have responded sooner but haven't been able to stop laughing.
I can offer copies of the Beatles' Yellow Submarine, 10cc's "Deceptive Bends", David Bowie's Low (and possibly "A lad in Seine") as far as albums go (I don't have Jean Michel Jarre's Oxygene)
